Job summary

Virginia Department of Corrections is seeking a Buyer Specialist for the Central Regional Office to perform procurement activities in compliance with VPPA, DPS and DGS policies. The role involves writing specifications, invitations for bids, and requests for proposals, plus evaluating bids and awarding contracts.

The position requires knowledge of procurement processes, COI and ethics training, and the ability to coordinate vendor performance while maintaining policy adherence.

Qualifications

• Experience related to public or private procurement.
• Virginia Contracting Associate (VCA) or higher Virginia Contracting Officer (VCO) or other related certification preferred. If individual does not have the VCA certification, the individual will be required to obtain the VCA within 1 year of being hired as a condition of employment.
• Ability to complete the Virginia Ethics Council Conflict of Interest (COI) filing within two (2) business days of hire and annually thereafter, in accordance with the Code of Virginia § 2.2-3100.
• Ability to complete COI training within two (2) months of hire and every other year thereafter, as required by Code of Virginia § 2.2-3132.

Responsibilities

• To provide accurate, timely, purchasing functions following VPPA, DPS, DGS policies for all purchases.
• Writes specifications, invitations for bids, and requests for proposals.
• Evaluates bids with the user and makes initial award.
• Coordinated evaluations of vendor performance and ensures policies are followed consistently.
