Qualifications

• Bachelor's degree required; advanced degree may be considered for additional experience.
• Experience in public sector proposal analysis and procurement (1 year).
• Knowledge of VPPA and governmental procurement regulations.
• Ability to prepare technical specifications and review bids.
• Strong communication and relationship-building skills.
• Proficiency in data analysis and reporting technology.

Responsibilities

• Participates in pre-bid discussions, pre-proposal conferences, and evaluation teams.
• Processes specifications, requirements, terms and conditions for competitive IFB solicitations and RFP documents.
• Ensures contract revisions and negotiated language are included in documents (license, warranty, lease/purchase).
• Identifies contact risk factors and proposes potential solutions to management.
• Ensures compliance with sole-source contract value and approvals.
• Provides research and data analysis reporting on project specifications, performance standards, and cost reasonableness.
• Reviews and confirms available project funding sources.
• Documents recommendations and contract awards for management.
• Tracks and maintains annual contracts and maintenance agreements.
• Participates in discussions to reach consensus and resolve conflicts.
• Debriefs unsuccessful vendors on proposal strengths and weaknesses.
• Monitors products and services needs to provide best-in-class service.
• Suggests improvements to the procurement process.
• Advises school-based admin, central staff and vendors on contract status.
