Job summary

AppleOne Employment Services is partnering with a client to recruit a Procurement Specialist/Analyst with Virginia public-sector experience. The role requires leading solicitations, managing contracts, and ensuring VPPA compliance across local government purchases.

You will review POs and documentation, coordinate with internal teams, and navigate Oracle Cloud while maintaining records and meeting deadlines with accuracy and urgency.

Qualifications

• Experience in Virginia local government or public-sector procurement.
• Strong knowledge of VPPA (Virginia Public Procurement Act).
• Led solicitations and competitive procurement processes.
• Experience reviewing and processing purchase orders.
• Experience managing contracts and cooperative purchasing agreements.
• Proficiency with procurement systems; Oracle Cloud is a plus.
• Ability to learn new systems quickly.

Are you an experienced procurement professional who knows Virginia local government purchasing and the Virginia Public Procurement Act (VPPA)? We are partnering with a client seeking a knowledgeable, responsive Procurement Specialist / Procurement Analyst who can hit the ground running. This role is ideal for someone who has hands-on experience leading public-sector solicitations, managing contracts and navigating Virginia procurement requirements.

Responsibilities:

• Lead solicitations from start to finish, including IFBs, RFPs, RFQs and other competitive procurement processes.
• Review and process purchase orders, requisitions and procurement documentation.
• Manage contracts, renewals and cooperative (Co-Op) contracts.
• Ensure procurement activities align with the Virginia Public Procurement Act (VPPA) and applicable local government policies.
• Review specifications, pricing, contract terms and supporting documentation.
• Work directly with internal departments to understand their needs and determine the appropriate procurement approach.
• Maintain accurate contract and procurement records and stay ahead of deadlines and renewals.
• Utilize procurement and financial systems, including Oracle Cloud.

Qualifications:

• Experience working in Virginia local government or Virginia public-sector procurement.
