Job summary

Reporting to the Director of Contracts Management, this role emphasizes proposal analysis, budget monitoring, invoicing processes, and data-driven reporting to identify cost savings and improve policy and procedure execution.

Qualifications

• Understanding of the principles and practices of business management.
• Familiarity with the methods of general report writing.
• Ability to assess data for applicability, draw conclusions, and recommend actions.
• Proficiency in understanding, explaining, and applying relevant laws, rules, policies, and procedures.
• Expertise in preparing charts, graphs, and tables.

Responsibilities

• Initiates procurement for expiring contracts and responds to requests for new services.
• Analyze contract proposals and related documents to determine compliance with criteria; recommend awards.
• Recommend amendments including contract extensions and budget adjustments; enter/amend contracts in the DPH Procurement Tracking System.
• Monitors contract expenditures against budgets; reconcile expenditures using MMARS and Information Warehouse; submit reports.
• Develops/maintains processes for timely invoicing and problem resolution.
• Compiles, analyzes, and synthesizes data to identify trends and potential cost-savings; present findings in writing and verbally.
• Recommend changes in policies and procedures to improve service quality.
