Job summary

LER TechForce is seeking a PWA Program Specialist / Operations Specialist to oversee Prevailing Wage and Apprenticeship compliance. You will coordinate cross-functional teams, manage documentation, and support contract compliance with federal, state, and local requirements.

Qualifications

• Bachelor’s degree or equivalent in a related field.
• 3+ years of experience in project coordination, compliance, labor relations, payroll, HR, or construction administration.
• Experience with prevailing wage compliance, apprenticeship programs, certified payroll, or government-funded projects.
• Strong documentation management and compliance tracking processes.
• Excellent organizational skills with ability to manage multiple priorities and deadlines.
• Strong communication and collaboration across cross-functional teams.
• Proficiency with Excel, Google Sheets, and project tracking tools.
• Detail-oriented and able to work independently with minimal supervision.

Responsibilities

• Coordinate all PWA-related initiatives including prevailing wage and apprenticeship compliance.
• Ensure project compliance with federal, state, and local prevailing wage requirements.
• Support apprenticeship program administration including tracking, onboarding, documentation, and reporting.
• Collaborate with payroll, HR, legal, and project management teams to meet contract requirements.
• Review and maintain wage, apprenticeship, and compliance documentation and reports.
• Monitor project status, identify risks and gaps, and implement corrective actions.
• Assist with certified payroll review and wage classification validation.
• Track regulatory updates and industry best practices in this area.
• Develop and maintain SOPs, templates, and workflows for compliance.
• Support audits and respond to client or government requests.
