Job summary

Hanwha Q CELLS America Inc. in California seeks a Portfolio Management Lead for the CIO Office to own Jira/Confluence/BI tooling end-to-end. You will configure workflows, forms, and dashboards to automate intake, prioritization, and reporting while encoding governance rules into the system.

You will report to the Portfolio Management Lead or designated senior management. This is a systems-configuration role with no direct prioritization decisions, focused on execution and governance support

Qualifications

Bachelor’s or master’s degree in computer science, information systems, business, social science, engineering or related fields.
5+ years of experience administering Jira, Jira Service Management, and Confluence in an enterprise setting, including workflow, form, and permissions configuration.
Experience building reporting/BI views (e.g., Jira dashboards, Power BI, Tableau, or similar) from operational or project data.
Competency using AI tools to improve productivity, knowledge discovery, workflow automation, analysis, and user support, including practical experience with Atlassian Rovo or comparable enterprise AI capabilities.
Comfort working with structured data — spreadsheets, APIs, or scripting — to keep multiple systems in sync.
Strong process discipline and attention to detail; able to translate governance rules into system logic accurately.
Clear communicator able to train non-technical stakeholders on new tools.

Responsibilities

Connect current intake process into structured Jira/Confluence forms and maintain evolving fields.
Ensure intake tickets enforce governance fields before progression.
Attach and track Monthly Forum outcomes to Jira tickets.
Establish governance processes for configuration changes, testing, approvals, releases, and documentation.
Define enterprise standards while allowing justified local flexibility where needed.
Own configuration of Jira boards, workflows, and Confluence knowledge base structures.
Design scalable Jira/Jira Service Management/Confluence architectures for demand intake and reporting.
Maintain the sync layer between portal, Google Sheets, and hosting infrastructure; troubleshoot data issues.
Provide sprint/program operations support for cross-project scheduling and dependencies.
Configure company-managed Jira projects, work types, workflows, screens, and permissions.
Collaborate with Atlassian admins on shared configurations and security constraints.
Maintain architecture diagrams, field dictionaries, workflow docs, release notes, and data lineage.
