  • Salary Band: $90,000 to $100,000
  • Compensation: USD 90,000 - USD 95,000
The Agency You’ll Join:

The New York City Mayor’s Office is responsible for overseeing city services throughout the five boroughs, coordinating public agencies and departments, and managing public property. The administration is leading the fight in making the city more affordable, reducing inequality, improving public safety, ensuring delivery of efficient and effective services, and working to make New York City’s economy stronger. We value leadership, transparency, fairness, and efficiency as we actively seek diverse talents from various sectors to join our team. For current job opportunities, visit our careers page.

The Team You’ll Work With:

The Mayor’s Office of Climate and Environmental Justice (MOCEJ) is a team of architects, lawyers, data and climate scientists, engineers, policy advisors, geologists, and city planners working to create a city where our 8.8 million New Yorkers can live, work, learn, and play in healthy, resilient, and sustainable neighborhoods. MOCEJ integrates sustainability, resiliency, and environmental justice into one coordinated approach across several climate and environmental offices, all working to make our buildings efficient and resilient; our infrastructure climate-ready; our streets, open spaces, and public realm active, safe, and healthy; and our energy clean and resilient. All New Yorkers deserve safe, healthy, resilient, and sustainable environments, even as the climate changes.

MOCEJ is committed to improving environmental quality for all, prioritizing front-line communities, seeking to redress current and past injustices and inequities while creating economic opportunities for all. Through science-based analysis, policy and program development, and capacity building, MOCEJ leads the City’s efforts to ensure that New York City is minimizing its contributions to climate change, preparing to adapt and protect New Yorkers from extreme weather and multiple climate hazards, and giving every New Yorker a meaningful voice in our city’s future.

The Problems You’ll Solve:

As the Policy Advisor for the Multifamily Housing Climate Solutions, you will support MOCEJ’s efforts to accelerate building decarbonization and resiliency across New York City’s multifamily housing stock. Reporting to the Director for Sustainable Buildings, you will advance program delivery, engage with stakeholders, and support policy development to advance Local Law 97 compliance and building sustainability requirements.

Program Implementation
  • Support implementation and operations of a citywide Co-op Solutions Hub within the NYC Accelerator program to advance multifamily building compliance with Local Law 97 and other local building sustainability laws.
  • Provide general support across the NYC Accelerator program with a focus on multifamily buildings.
  • Lead and coordinate workshops with the NYC Accelerator team, via organizing cohorts of similar multifamily buildings such as cooperative housing, condominiums, and affordable housing.
  • Identify barriers to decarbonization in multifamily buildings and opportunities to overcome them.
Stakeholder Engagement and Interagency Coordination
  • Act as a point of contact for cooperative housing boards and facilitate connections to city and state administrators to streamline LL97 compliance and other administrative processes.
  • Support coordination and collaboration with partner agencies, community-based organizations, and advocacy groups, as well as with The Council of New York Cooperatives & Condominiums.
  • Attend co-op, condo, and multifamily-related events, expos, and meetings to promote the Co-op Hub and learn about trends and innovation in the industry.
  • Represent MOCEJ at meetings, community forums, conferences, and other events.
Policy Research and Data Analysis
  • Research policy initiatives, funding opportunities, and process improvements to support building system modernization and decarbonization in multifamily housing, including but not limited to resources, technical assistance, and program design for grants, rebates, and incentives.
  • Analyze large and complex data sets related to building information, local demographics, environmental justice indicators, retrofit and energy costs, energy use, and GHG emissions to identify gaps, trends, anomalies, and opportunities.
  • Write, review, and edit key policy reports and publications.
  • Track and evaluate policies, initiatives, incentives, and legislation at the City, State, and Federal levels that support multifamily building decarbonization.
About You:
  • You have exceptional organizational skills and attention to detail, including the ability to manage complex projects, coordinate multi-stakeholder programs, and maintain control of analytical details while balancing overarching program objectives within a fast-paced, high-stakes environment.
  • You have strong interpersonal and collaboration skills, with the ability to build effective relationships with internal and external stakeholders, particularly with community-based organizations, housing advocacy groups, and co-operative housing industry associations.
  • You have excellent communication skills, especially communicating complex issues to audiences with varying levels of technical understanding.
  • You have strong working knowledge of New York City’s building sustainability landscape, including Local Law 97, and the ability to translate complex policy requirements into actionable steps for non-technical audiences.
  • You have a strong understanding of New York state, and federal regulations and policies on multifamily buildings, particularly those related to GHG emissions reduction, building energy performance standards, climate change, environmental justice, and resiliency.
  • You have demonstrated experience in program implementation or project management, specifically in launching new operational frameworks or multi-stakeholder outreach initiatives.
  • You have knowledge of building systems and technology, with a focus on energy efficiency, decarbonization, and electrification projects in multifamily housing.
  • You have an understanding of local cooperative housing governance structures and decision-making processes.
  • You are proficient in using Microsoft Excel and related tools to conduct analysis of large and complex data sets.
  • You are familiar with financial incentive structures and special purpose entities, including the ability to research and identify new and existing grants, rebates, tax incentives, and low-interest financing tools for multifamily building retrofits.
