The Problems You’ll Solve

The Climate Data and Emissions Specialist will lead data-driven initiatives to advance the City’s climate and environmental justice goals. This includes overseeing greenhouse gas (GHG) inventories, applying data analysis and visualization techniques across diverse climate-related topics to inform and integrate into the City’s climate and environmental justice plans, and leveraging GIS tools to support policy and program development.

Responsibilities include but are not limited to:

1. GHG Emissions Accounting and Analysis:
2. Support the development and verification of New York City’s GHG inventories, manage the creation of new inventory scopes, and identify emission reduction projects, policies, and programs that may best reduce greenhouse gas emissions, as supported by the inventory analysis. The city currently maintains three inventories: Citywide, which reports all activities taking place within the boundaries of New York City’s five boroughs, City Government, which reports only activities associated with New York City government operations, and a household consumption inventory. MOCEJ completes the Citywide inventory and supports City agencies in developing the City Government and household consumption inventories. MOCEJ is also developing Scope 3 embodied carbon inventory and baseline study.
3. Conduct quantitative analysis of GHG emissions, develop NYC-specific emissions coefficients for energy sources, and prepare inventory reports and communications tools to contextualize the City’s greenhouse gas reduction processes.
4. Evaluate and implement best practices for GHG inventory reporting, including consumption-based accounting frameworks
5. Data Analysis and Visualization:
6. Perform data analysis and visualization across a range of topics, including environmental justice, urban agriculture, and decarbonization strategies.
7. Develop and manage data sets that inform citywide climate and environmental justice policy and respond to external data requests.
8. Create accessible summary reports and visual tools to communicate findings effectively to technical and non-technical audiences
9. GIS Integration:
10. Apply GIS software to enhance spatial analysis of climate impacts, vulnerabilities, and opportunities for equitable interventions.
11. Collaborate with internal and external stakeholders to utilize GIS for urban sustainability and resiliency planning.
12. Policy Development and Collaboration:
13. Work with City agencies, academic institutions, and private-sector partners on climate and environmental justice-related research and data initiatives.
14. Support MOCEJ publications and reports required by local laws, including GHG inventories and emissions reduction updates.
15. Provide briefings and insights to City leadership, emphasizing actionable strategies based on data.
16. Equity and Inclusion:
17. Incorporate a diversity, equity, and inclusion lens into all aspects of the role, ensuring that policies and programs benefit all New Yorkers.
18. You have a bachelor’s degree in environmental science, Sustainability, Urban Planning, Data Science, Environmental Engineering, Public Policy, or a related field. A master’s degree is a plus.
19. You have 3–5 years of professional experience in climate policy, GHG emissions accounting, data analysis, GIS, or a related area.
20. You have demonstrated experience with GHG inventory protocols (e.g., Global Protocol for Community-Scale Greenhouse Gas Emissions, WRI’s GHG Protocol).
21. You are an expert in data visualization tools (e.g., Power BI, Tableau) and programming languages (e.g., Python, R).
22. You are proficient in GIS software for spatial analysis and environmental applications.
23. You have strong analytical skills and experience managing research or program evaluation projects.
24. You are familiar with New York City or New York State policy context and governance structures.
25. You have exceptional communication skills, including the ability to translate complex technical data into accessible formats.

Salary

The City of New York Office of the Mayor’s compensation package includes a market competitive salary, equity for all full-time roles and exceptional benefits. Our cash compensation range for this role is $80,000 to $95,000.
