Job description

About City of New York, Department of Environmental Protection

The City of New York is governed by the Mayor’s Office, which oversees city services throughout the five boroughs, coordinating public agencies and departments, and managing public property. The administration prioritizes making the city more affordable, reducing inequality, improving public safety, ensuring delivery of efficient and effective services, and strengthening New York City’s economy. The city operates with core values of leadership, transparency, fairness, and efficiency, actively seeking diverse talents from various sectors to join its workforce. The Mayor’s Office of Climate and Environmental Justice (MOCEJ) is a specialized team composed of architects, lawyers, data and climate scientists, engineers, policy advisors, geologists, and city planners. This office is dedicated to creating a city where New York’s 8.8 million residents can live, work, learn, and play in healthy, resilient, and sustainable neighborhoods. MOCEJ integrates sustainability, resiliency, and environmental justice into one coordinated approach across several climate and environmental offices, working to make buildings efficient and resilient, infrastructure climate-ready, streets and open spaces active, safe, and healthy, and energy clean and resilient. MOCEJ is committed to improving environmental quality for all New Yorkers, with a particular focus on prioritizing front-line communities and seeking to redress current and past injustices and inequities while creating economic opportunities. Through science-based analysis, policy and program development, and capacity building, MOCEJ leads the city’s efforts to ensure that New York City minimizes its contributions to climate change, prepares to adapt and protect New Yorkers from extreme weather and multiple climate hazards, and gives every New Yorker a meaningful voice in the city’s future.

About this Role

As the Senior Advisor for Multifamily Housing Climate Solutions, you will lead MOCEJ’s efforts to accelerate building decarbonization and resiliency across New York City’s multifamily housing stock. Reporting to the Director Climate Financing Strategist, you will guide program strategy, stakeholder engagement, and policy development to support compliance with Local Law 97 and other building sustainability requirements. This position encompasses comprehensive project development and management, policy implementation, external relations and stakeholder engagement, and policy research and analysis. You will serve as a key leader in connecting multifamily building owners, managers, and residents with the resources, tools, and support necessary to achieve climate and sustainability goals while improving resident comfort, safety, and health.

Responsibilities
  • Lead and manage a citywide Co-op Solutions Hub within the NYC Accelerator program to support multifamily affordable housing buildings and other buildings serving low- and moderate-income New Yorkers with Local Law 97 and other local building sustainability laws compliance
  • Provide direction and oversight to a team within the NYC Accelerator program to connect multifamily building owners and managers with technical and financial resources, tools to find service providers, and support to maximize the J-51R tax abatement and other incentives
  • Provide technical housing finance and regulatory expertise to define MOCEJ’s programmatic goals and work to increase adoption of scalable, replicable energy efficiency and carbon reduction solutions that improve resident comfort, safety, and health
  • Develop and advance medium- and long-term goals and policy initiatives to expand resources available to multifamily housing for decarbonization and resilience through agency partner development, City leadership review, and engagement with State agencies
  • Create governance structures necessary to implement new tools, develop new financing and incentive programs, and collaborate with City partners to address procurement, budget, and other City legal and regulatory barriers to expediting action
  • Collaborate with other relevant stakeholders to engage capital providers and develop targeted multifamily lending products, especially for cooperative and condominium housing
  • Provide day-to-day management and support for the NYC C-PACE program, including vendor oversight, with a focus on expanding PACE utilization across eligible multifamily properties
  • Ensure the C-PACE vendor is achieving contractual obligations and goals and assist in updates to the program guidelines and business development conversations
  • Serve as City point-of-contact for partner agencies and forge partnerships with relevant community-based organizations, housing advocacy groups, labor groups, financial institutions, property management firms, decarbonization professionals, and industry associations relevant to multifamily housing in NYC
  • Assist in the creation of an ongoing working group of senior lenders, community development financial institutions (CDFIs), and capital providers on best practices and development of new products to meet the needs of NYC’s multifamily housing community
  • Attend industry events, expos, and meetings relevant to NYC cooperative housing and multifamily sector to promote the Co-op Hub and learn about best practices and innovation in the industry
  • Track multifamily housing policies at local, state, and federal levels and collaborate with federal and state offices, municipal agencies and authorities, and local organizations on support and resources for multifamily buildings to reduce energy and carbon emissions
  • Prepare and present reports, briefings, and recommendations to senior leadership, elected officials, city agencies, community groups, and other stakeholders on the progress and challenges of Local Law 97 compliance for multifamily housing
  • Advocate for resources that support climate efforts in underserved communities
Requirements
  • Baccalaureate degree from an accredited college and 4 years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, with at least 18 months in an administrative, managerial, consultative, or executive capacity or supervising personnel performing activities related to the duties of the position
  • Alternatively, a combination of education and/or experience equivalent to the above requirement; however, all candidates must have the 18 months of administrative, managerial, executive, consultative, or supervisory experience
  • Proven knowledge and expertise in building systems and technology, with a focus on energy efficiency, decarbonization, and electrification projects in multifamily housing
  • Knowledge of the various financing tools and tax incentives available to cooperative and condominium owners (e.g., C-PACE and J-51R)
  • Demonstrated ability to develop and execute comprehensive decarbonization strategies in the multifamily housing sector, with experience in campus- and portfolio-level decarbonization strategy

  • Ability to navigate City government and communicate effectively with administrative and technical leaders, particularly on technically complex topics
  • Resourcefulness and flexibility, while being organized and detail-oriented
  • Exceptional communication and presentation skills, with the ability to convey complex concepts and recommendations to diverse audiences, including co-op board members and related stakeholders
  • Proactive and results-oriented mindset, with the ability to work independently and manage multiple priorities in a fast-paced environment
  • Passion for sustainability, climate solutions, environmental justice, and a commitment to advancing equity in climate action
Benefits
  • Eligibility for federal loan forgiveness programs through the Public Service Loan Forgiveness Program
  • Eligibility for state repayment assistance programs
  • New York City residency requirement generally within 90 days of appointment; however, City Employees in certain titles who have worked for the City for 2 continuous years may be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County
  • Commitment to an inclusive equal opportunity workplace free from discrimination and harassment based on legally protected status or protected characteristic
