Job summary

Sierra Vista Child & Family Services in Modesto, CA is seeking a People Relations Supervisor to lead the HR compliance and performance management functions, supervise a small team, and serve as the agency’s subject-matter expert on leave administration, wage and hour, and related regulations.

You will coach staff, ensure legal, policy-aligned practices, maintain records, and drive improvements across the department while coordinating with benefits, COBRA, and investigations.

Qualifications

  • Bachelor’s degree in HR or equivalent.
  • Minimum of three years' progressive HR experience.
  • Minimum of one year of supervisory experience preferred.
  • Proficiency with FMLA/CFRA leave, ADA/FEHA accommodations, and wage and hour compliance.
  • Experience with performance management processes.
  • Knowledge of federal, state, and local labor laws.
  • Proficiency with HRIS and learning new software.
  • Strong MS Office skills.

Responsibilities

  • Supervise and lead the People Relations Advisor and Specialist, providing coaching, training, and day-to-day direction.
  • Serve as the agency's lead practitioner for leave of absence and accommodation compliance, personally administering FMLA/CFRA leaves and ADA/FEHA disability accommodations (interactive process).
  • Own workers' compensation claims administration end-to-end.
  • Ensure agency-wide wage and hour compliance.
  • Assist in the agency's performance management process overseeing compliance and partnering with the Director on investigations, terminations, and discrimination/harassment claims.
  • Manage day-to-day People Relations operations, including hiring support, scheduling, and processing employee changes with accurate, legally compliant recordkeeping.
  • Monitor and evaluate agency policies and procedures for effectiveness; collaborate with the Director to maintain the employee handbook, contracts, and procedural manuals.
  • Identify and mitigate risk from legal, ethical, or operational breakdowns; ensure compliance with regulatory reporting requirements and Custodian of Records for live scan results.
  • Promote a safe, healthy work environment, supporting infection prevention, safety, and risk-reduction practices for clients, staff, and visitors.
  • Lead department projects, meetings, and initiatives; hold self and team accountable for outcomes through ownership and continuous improvement.
  • Responsible for implementing leadership development series concepts in staff oversight.
  • Promote a healthy working environment that values staff and equips them to succeed while making sustainable decisions.
  • Develop and maintain procedural manual relating to program.
  • Each leader is directly accountable for the outcomes of their program or area of responsibility through ownership, continuous improvement, and follow-through.

Position Summary

The People Relations Supervisor provides day-to-day leadership and supervision of the People Relations Technical team while personally serving as the agency's subject-matter expert and lead practitioner for its core employment compliance functions and performance management processes. This role combines direct supervisory responsibility with hands-on ownership of these specialized areas of expertise ensuring practices are consistent, legally sound, and aligned with agency policy while developing a high-performing People Relations team.

Qualifications
  • Bachelor’s degree in human resource management or equivalent required.
  • Minimum of three years' progressive experience in Human Resources is required.
  • Minimum of one year of supervisory experience preferred.
  • SHRM Certification preferred
  • Demonstrated, hands-on expertise administering FMLA/CFRA leave, ADA/FEHA disability accommodations and the interactive process, workers' compensation claims, and wage and hour compliance required.
  • Experience with performance management processes
  • Knowledgeable in federal, state, and local labor laws and regulations, with the ability to effectively interpret and communicate policy.
  • Proficiency with Human Resource Information Systems (HRIS) and the ability to learn new software programs.
  • Proficient in Microsoft Office Suite (Outlook, Excel, Word).
  • Strong organizational, analytical, detail-oriented, and communication skills.
  • A valid California driver's license is required of staff with regular driving duties; driving record must meet position requirements and agency insurance carrier approval.

  • Lead department projects, meetings, and initiatives; hold self and team accountable for outcomes through ownership and continuous improvement.
  • Responsible for implementing leadership development series concepts in staff oversight. Including but not limited to time management, purposeful coaching / development, effective communication, and meetings.
