East Bay Community Action Program is seeking a People Operations Partner for Clinical Programs & Workforce Strategy to advise clinical leaders on HR strategies and regulatory compliance. You will help align talent initiatives, credentialing considerations, and workforce planning to support high quality patient care.

You’ll collaborate with Compliance & Credentialing and leadership to build job architecture, career pathways, and compensation frameworks while guiding managers through employee

Qualifications

• Progressive HR experience in healthcare or regulated settings.
• Experience with employee relations, investigations, and performance management.
• Proven ability to partner with clinical leaders and compliance teams.
• Excellent written and verbal communication skills.
• SHRM-CP/PHR or commitment to certification.
• Experience administering provider contracts.
• Background in job architecture and workforce strategy.
• Experience with Rippling HRIS.

Responsibilities

• Serve as dedicated HR business partner for Medical, Dental, and Behavioral Health.
• Advise on employee relations, performance management, and corrective actions.
• Support recruiting, onboarding, transfers, and organizational changes.
• Coordinate credentialing, licensure, and separations with leadership.
• Contribute to workforce planning, job architecture, and career pathways.
• Develop job descriptions, leveling guides, and career framework resources.
• Assist with wage band development and market analysis.
