Job summary

East Oakland Community Project is seeking a Human Resources Manager to provide strategic leadership for HR functions and organizational operations in Oakland, CA. You will shape policies, manage recruitment, onboarding, and performance processes, and oversee compensation, benefits, and safety programs.

You will guide employee relations, ensure legal compliance, maintain confidential personnel records, and partner with leadership to align HR with organizational goals.

Qualifications

• Bachelor’s degree in human resources, business administration, organizational development, public administration or related field.
• Five or more years of HR experience with employee relations, benefits administration, recruitment, compliance, and performance management.
• At least two years of supervisory or leadership experience.
• Nonprofit or community-based experience strongly preferred.
• HR certification (SHRM-CP/SHRM-SCP/PHR/SPHR) preferred.
• Knowledge of federal, California, and local employment requirements.

Responsibilities

• Administer and implement personnel policies and HR programs.
• Oversee recruitment, onboarding, and employee relations activities.
• Administer compensation, benefits, and retirement programs.
• Ensure legal compliance and advise leadership on employment-related matters.
• Maintain confidential personnel records and HR reporting.
• Coordinate payroll inputs with Finance and support HR systems.
• Lead organizational development, performance management, and succession planning.
• Drive workforce planning and operational efficiency with leadership.
