Job summary

Blue Cross and Blue Shield of North Carolina is seeking an Associate Counsel to support the Pharmacy Benefit Manager (PBM) services across our health plans and government programs. You will partner with cross-functional teams to ensure contractual compliance, manage legal risk, and provide timely guidance on PBM operations, including privacy and data governance concerns.

This role emphasizes collaboration, regulatory knowledge, and the ability to translate complex contracts into actionable

Qualifications

• Graduate of an accredited law school required.
• 3+ years of experience in related field.
• Licensed to practice law.
• Experience with PBM contracts and health plan administration is a plus.
• Familiarity with government programs and public procurement is desirable.

Responsibilities

• Develop and maintain knowledge of PBM contracts and related legal requirements, including vendor obligations, performance guarantees, reporting, and audit rights.
• Review PBM-related materials and provide legally sound guidance to business partners.
• Advise on interpretation and application of PBM contractual requirements in administration, claims processing, pricing, and reporting.
• Serve as legal counsel supporting Blue Cross NC's PBM business and the State Health Plan contract.
• Advise on federal and state legal requirements affecting PBM services, privacy, data use, and compliance.
