Blue Cross and Blue Shield of North Carolina seeks an Associate Counsel to support PBM services, including the State Health Plan contracts. The role sits at the intersection of health care, pharmacy benefit management, and highly regulated health plan operations.

This position partners with pharmacy, compliance, operations, data, finance, and vendor management to ensure contractual compliance, manage legal risk, and provide timely, legally supportable guidance across PBM operations and client

Qualifications

• Graduate of an accredited law school required.
• 3+ years of experience in related field.
• Licensed to practice law.
• Experience with PBM, health plans, or government programs is a bonus.

Responsibilities

• Develop and maintain knowledge of PBM contracts and related legal requirements.
• Review PBM materials and provide legally supportable guidance to business partners.
• Advise on interpretation and application of PBM contractual requirements.
• Support administration of State Health Plan PBM contracts and related approvals.
• Advise on privacy, data use, and regulatory obligations affecting PBM services.
• Assist with audits, investigations, and information requests related to PBM operations.
• Deliver training to business partners on legal, regulatory, and contractual topics.
