Job summary

Blue Cross NC is seeking an Associate Counsel to support PBM services, including State Health Plan operations. The role intersects health care, government programs, and highly regulated health plan operations, requiring strong command of state and federal laws impacting PBM and health plan administration.

You will partner with pharmacy, compliance, operations, data, finance, vendor management, and executive teams to ensure contractual compliance and provide timely guidance across PBM operations

Qualifications

• Graduate of an accredited law school is required.
• 3+ years of experience in related field.
• Licensed to practice law.

Responsibilities

• Develop and maintain knowledge of PBM contracts and related legal requirements, including vendor obligations, performance guarantees, reporting, audits, data obligations, and operational commitments.
• Provide practical, legally supportable guidance to business partners on PBM contractual requirements.
• Advise on federal and state laws impacting PBM contracts, privacy, data use, transparency, claims administration, and vendor management.
• Serve as legal counsel supporting Blue Cross NC’s PBM contracts and State Health Plan PBM administration.
• Support responses to audits, investigations, and regulatory requests involving PBM services.
