Job summary

Blue Cross and Blue Shield of North Carolina is seeking an Associate Counsel to support PBM services and related government health programs. The role interfaces with pharmacy, compliance, operations, data, finance, vendor management, and executives to ensure contractual compliance and timely legal guidance.

The attorney will advise on PBM contracts, privacy, and regulatory obligations, assist with audits and public records, and help manage risk across the enterprise.

Qualifications

• Graduate of an accredited law school required.
• 3+ years of experience in related field.
• Licensed to practice law.

Responsibilities

• Develop and maintain knowledge of PBM contracts and related legal requirements.
• Review PBM-related materials and provide legally supportable guidance.
• Advise on interpretation and application of PBM contractual requirements.
• Serve as legal counsel supporting Blue Cross NC's PBM business.
• Advise on federal and state legal and regulatory requirements impacting PBM services.
• Support implementation and administration of pharmacy benefit initiatives and vendor integrations.
• Advise on privacy, security, data governance and information-sharing requirements.
• Assist with audits, investigations, and regulatory requests.
• Support public records requests and protection of confidential information.
• Monitor developments affecting PBM and health programs; communicate implications.
