Payroll Specialist II

Location: Bend, OR
Schedule: Full-Time
Compensation: DOE

Work Arrangement: Full-time onsite for the first six months. A hybrid schedule of up to two remote days per week may be available after six months, based on training completion, performance, and business needs.

Position Summary

The Payroll Specialist II is responsible for the accurate and timely administration of payroll processes, including wage garnishments, child support orders, tax levies, payroll adjustments, final paychecks, and employee payroll support. This role ensures compliance with federal and state payroll regulations while serving as a trusted resource for employees, management, and external agencies.

The ideal candidate will have hands‑on payroll processing experience, a solid understanding of payroll taxes and deductions, and the ability to confidently explain payroll‑related questions to employees. This position supports a high‑volume environment and requires exceptional attention to detail, strong communication skills, and a customer‑service mindset.

Essential Responsibilities
Wage Garnishments & Payroll Compliance (60%)
  • Process wage garnishments, child support orders, federal and state tax levies, creditor levies, bankruptcy orders, and wage assignments.
  • Review and interpret legal documents to determine validity, withholding priorities, and deduction amounts.
  • Ensure compliance with federal and state regulations, including the Consumer Credit Protection Act (CCPA).
  • Set up, monitor, and reconcile deductions within payroll systems.
  • Submit required documentation and payments to agencies, courts, and legal representatives within established deadlines.
  • Maintain complete and accurate records of all wage attachment activity.
  • Communicate with employees regarding garnishment notifications, deduction schedules, and payment details while maintaining confidentiality.
  • Serve as the primary point of contact for employee, management, corporate, and agency inquiries related to wage attachments.
  • Collaborate with Payroll, HR, and Legal teams to ensure compliance and consistency.
  • Stay current on legislative and regulatory changes impacting payroll deductions and garnishments.
Final Pay Processing & Payroll Adjustments (20%)
  • Process final paychecks accurately and timely in compliance with applicable wage and hour laws.
  • Research and resolve payroll discrepancies and adjustment requests.
  • Work closely with Store Management, Human Resources, and internal departments to address payroll‑related concerns.
  • Manage a high volume of inquiries while providing excellent customer service.
Payroll Corrections & Bonus Processing (10%)
  • Review, analyze, and process payroll corrections, retroactive pay, missed punches, earnings adjustments, and manual calculations.
  • Audit payroll information for accuracy prior to payroll close.
  • Maintain documentation supporting all payroll changes and adjustments.
  • Process monthly Manager Bonus cycles, including reconciliation with accounting records.
  • Support payroll audits and reporting requirements.
Employee & Management Support (10%)
  • Answer employee, management, and agency phone calls professionally and courteously.
  • Assist employees with payroll tax questions and paycheck inquiries.
  • Support store personnel with timekeeping system questions and troubleshooting.
  • Provide accurate payroll information and guidance while maintaining confidentiality.
Qualifications
Required
  • High School Diploma or GED.
  • Payroll processing experience with a strong understanding of payroll functions and compliance.
  • Experience processing garnishments, child support orders, tax levies, and other wage attachments.
  • Ability to explain payroll calculations, deductions, and payroll tax information to employees.
  • Strong analytical and problem‑solving skills.
  • Exceptional attention to detail and accuracy.
  • Ability to work independently with limited supervision.
  • Experience handling confidential information.
  • Strong written and verbal communication skills.
  • Excellent customer service and phone skills with a professional and personable demeanor.
Preferred
  • Five or more years of payroll experience; however, candidates with fewer years and strong payroll expertise are encouraged to apply.
  • Multi‑state payroll processing experience.
  • Experience supporting high‑volume payroll environments.
  • Experience with payroll and timekeeping systems such as Workday, Kronos (UKG), ADP, or similar platforms.
  • Advanced Excel and reporting skills.
  • Experience with payroll audits, reconciliations, and compliance reporting.
