Job summary

S&B USA Construction, headquartered in Pittsburgh, is seeking a P3 Subcontracting Manager to build and manage the downstream commercial base for design-build JV pursuits in the US P3 market. You will prequalify trade partners, solicit and level pricing, secure commitments, and develop DBE participation plans.

Qualifications

• Bachelor's degree in construction management, civil engineering, business, or related field, or equivalent professional experience.
• Experience soliciting, leveling, and negotiating subcontractor and supplier pricing on US heavy civil projects (highway, bridge, or transit).
• Project Management experience supervising subcontractor performance and contract compliance.
• Ability to read, redline, and negotiate subcontracts, consultant agreements, teaming and exclusivity agreements, and NDAs, and to explain the commercial consequence of a position to executives.
• Working knowledge of design-build risk allocation and flow-down of prime contract obligations, including scope, schedule, liquidated damages, indemnity, insurance, bonding, warranty, change, claims, and dispute resolution provisions.
• Working knowledge of federal-aid requirements that flow to subcontracts, including the FHWA, Buy America, Davis-Bacon prevailing wage, and the DBE program.
• Experience preparing DBE or small business participation plans, conducting outreach, and documenting good faith efforts.
• Strong organization and the ability to run a tracked process across multiple concurrent pursuits and a high volume of agreements.

Responsibilities

• Manage prequalification and trade market development for downstream pursuits in US P3 market.
• Lead bid-phase solicitation and commercial leveling to ensure like-for-like comparisons.
• Secure dedicated subcontractor commitments and manage negotiations for subcontracts and NDAs.
• Procure consultants and professional services required for pursuits and ensure proper contracting workflow.
• Review and negotiate downstream agreements from NDAs to major subcontracts, ensuring protection of commercial position.
• Develop and track DBE or small business participation plans and outreach activities.
• Coordinate award transition and handover to project teams with clear pricing and commitments.
