Job summary

S&B USA Construction in the United States seeks a P3 Subcontracting Manager to build and manage the downstream commercial base for design-build JV pursuits in the US public-private partnership market. You will prequalify trade partners, solicit and commercially level subcontractor pricing, secure binding commitments, and develop DBE participation plans.

You will hand off awarded work to the project team with a clear transition, supporting setup and risk mitigation across multiple pursuits.

Qualifications

• Prequalifies downstream trades for active pursuits in US markets and aligns with JV partners.
• Solicits, levels, and negotiates subcontractor pricing with clear scope and pricing parity.
• Develops DBE or small business participation plans and tracks compliance.
• Manages vendor commitments from proposal through bid, with risk awareness.
• Ensures flow-down of prime contract obligations and federal-aid requirements.

Responsibilities

• Prequalification for downstream trades across active pursuits and criteria alignment with RFPs.
• Develop and execute pursuit solicitation plans; issue bid packages and manage bid receipt.
• Level pricing and normalize scope for like-for-like comparison across proposals.
• Integrate subcontractor pricing into estimates and identify gaps/allowances.
• Identify packages needing formal commitments and manage subcontractor selections.
• Negotiate dedication, teaming, and exclusivity terms with partners.
• Procure consultants and professional services for the pursuit, managing engagements through completion.
• Review and negotiate downstream agreements from NDAs to major subcontracts.
