Job summary

S&B USA Construction is seeking a P3 Subcontracting Manager to build and manage the downstream commercial base for design-build joint ventures in the US P3 market. You will identify trade partners, prequalify them, solicit and level pricing, and secure commitments before proposals are submitted.

On award, you will hand over to the project team and support setup, including DBE participation planning and downstream agreement negotiation from NDAs to major subcontracts.

Qualifications

• Bachelor's degree in construction management, civil engineering, business, or related field.
• Experience soliciting, leveling, and negotiating subcontractor pricing on US heavy civil projects.
• PM experience supervising subcontractor performance and contract compliance.
• Ability to read, redline, and negotiate subcontracts, consultant agreements, NDAs, and exclusivity agreements.
• Knowledge of design-build risk allocation and flow-down of prime contract obligations.
• Knowledge of federal-aid requirements (FHWA, Buy America, Davis-Bacon) and the DBE program.
• Experience preparing DBE or small business participation plans.
• Strong organization and ability to manage multiple pursuits and agreements.

Responsibilities

• Develops and manages the prequalification process for all downstream trades across active pursuits.
• Aligns prequalification with JV partners and their subcontractors.
• Maintains the prequalified trade database with capacity, bonding, safety, and performance information.
• Prepares bid packages and runs the solicitation process (pre-bid meetings, RFIs, addenda, bid receipt).
• Levels received proposals commercially, documenting scope, exclusions, and pricing for apples-to-apples comparisons.
• Negotiates dedication, teaming, and exclusivity agreements and manages downstream commitments.
