• Hands-on SAP delivery for a government or other public-sector organization as a functional lead or senior consultant.
• Depth in at least one SAP public-sector finance, procurement, payroll, grants, or funds management.
• Experience with testing, data conversion, and cutover on an SAP project.
• Able to explain your work in a proposal narrative without overstating your role.
• Comfortable as a 1099 project-based collaborator, with optional: Hands-on Oracle Cloud, Oracle E-Business Suite, or PeopleSoft delivery as a functional lead or senior consultant.

Our work spans classification and compensation, organizational and operational studies, research and program evaluation, economic and workforce analysis, surveys and community research, and applied data and infrastructure research.

We engage experienced practitioners as project-based collaborators. Engagements are remote-first with occasional client travel. When you authorize it, AlphaGov may name you as an expert collaborator or key personnel on proposals that match your expertise. We build ready teams for live pursuits — not speculative staffing banks.

This opportunity is contingent upon contract award and final staffing approval. Permission will be requested before including a candidate's name or resume in a proposal.

AlphaGov is seeking an Organizational Development Consultant for remote, project-based work with public agencies. There is no guaranteed assignment.

What you'll do:
Support organizational assessments, operating-model reviews, and implementation plans for public agencies
Design interviews, focus groups, or workshops that produce evidence, not only themes
Document current roles, decision rights, and handoffs the agency can verify
Draft practical recommendations and a sequenced implementation roadmap
Facilitate working sessions with agency leadership and frontline supervisors
Contribute methods and past-performance narrative to proposals only when naming is authorized
Separate findings you can source from recommendations that still need agency data

Requirements

Required:

- Hands-on SAP delivery for a government or other public-sector organization, as a functional lead or senior consultant

- Depth in at least one of SAP public-sector finance, procurement, payroll, grants, or funds management

- Experience with testing, data conversion, and cutover on an SAP project

- Able to explain your work in a proposal narrative without overstating your role

- Comfortable as a 1099 project-based collaborator, with Required:

Hands-on Oracle Cloud, Oracle E-Business Suite, or PeopleSoft delivery as a functional lead or senior consultant

Depth in at least one of finance, HCM, payroll, procurement, or grants

Experience with testing, conversion, and cutover

Able to name the product and version you delivered, not a generic ERP claim

Comfortable as a 1099 project-based collaborator, with occasiRequired:

- Hands-on HRIS or payroll-system implementation for an employer with complex pay rules, as a functional lead or senior consultant

- Experience with employee data conversion, parallel payroll testing, and cutover

- Familiarity with position control, time entry, and earnings and deduction setup

- Able to name the HRIS or payroll product you delivered

- Comfortable as a 1099 project-based collaborator, with occasional client travel

- Nice to have:

- Required:

- Experience managing a public-sector study, system implementation, or multi-workstream consulting engagement through delivery

- A record of written deliverables an agency actually received, not only meeting facilitation

- Comfort coordinating subject-matter specialists and agency staff

- Able to describe the agency, your role, and the outcome of at least two engagements

- Comfortable as a 1099 project-based collaborator, with occasional client travel

- Work with cities, counties, school systems, utilities, or special districts

Experience leading an organizational assessment or operating-model engagement for an employer, through a written deliverable

Facilitation of leadership or employee sessions, with notes the client could use

Ability to write findings, options, and an implementation sequence in plain language

At least two engagements you can describe by organization type, your role, and the result

Comfortable as a 1099 project-based collaborator, with occasional client travel

Nice to have:

- Public-sector or school-system organizational work

- Experience connecting organization design to classification or staffing studiesnal, ERP, or grants engagements

Public-sector or school-system payroll, including bargaining-unit pay rules

Work across more than one HRIS product, not only a single vendoronal client travel

Nice to have:

- Public-sector Oracle or PeopleSoft work for a city, county, state, school system, or university

- Experience migrating PeopleSoft to Oracle Cloudoccasional client travel

Nice to have:

- A current or prior SAP certification relevant to the modules above
