Job summary

INTECON is seeking a Program Manager to lead on-site support for the Army National Guard RMIC program at Arlington Hall Station, Arlington, VA. The role requires a Secret clearance and involves coordinating with the COR, delivering briefings to senior leaders, and ensuring compliance with statutory and regulatory requirements.

The ideal candidate has extensive federal program management experience, DoD financial management knowledge, and the ability to manage a technical team to fixed reporting

Qualifications

• Bachelor’s degree in business, finance, accounting, public admin, or related field.
• Twelve+ years federal program management, incl. DoD finance or internal control leadership.
• Knowledge of OMB Circular A-123, FMFIA, and GAO Green Book.
• Ability to document internal controls in federal environments.
• Experience delivering briefings to senior Government leadership.
• On-site work at Arlington, VA 0800–1700 EST, Mon-Fri.
• Preferred PMP certification.
• Preferred CDFM certification.
• PowerBI experience.

Responsibilities

• Serve as on-site lead for contractor staff and single authority for contract matters.
• Develop and implement RMIC Program framework and governance.
• Define and map RMIC roles and establish operational procedures.
• Deliver recurring senior leadership briefings on program status and risk.
• Provide technical and analytical support to Government planning and execution.
• Prepare Monthly Status Report to the COR by the 15th of each month.
• Develop annual project plan with milestones and training sessions.
• Work with COR to resolve issues and ensure contract scope compliance.
• Report contractor labor hours annually via Service Contract Reporting by Oct 31.
• Attend post-award conferences and periodic progress meetings.
