Job summary

Seneca Resources Company, LLC in New York is seeking an experienced Government Procurement Analyst to support the full procurement lifecycle for a large public-sector technology modernization initiative, onsite in Long Island City.

The role focuses on complex solicitations, RFPs, bid analysis, regulatory compliance, cost and price analyses, and detailed procurement reporting, working closely with legal, finance, program, and technology teams.

Qualifications

• Master’s degree in Business Administration, Public Administration, Finance or related field.
• Minimum of 3 years of progressively responsible experience in government procurement or related field.
• Strong knowledge of government procurement rules, regulations, procedures, and best practices.
• Experience developing, reviewing, and managing complex competitive solicitations, including RFPs.
• Experience evaluating proposals and bids and conducting cost and price analyses.
• Strong understanding of procurement compliance and competitive purchasing practices.
• Excellent analytical and problem-solving abilities with exceptional attention to detail.
• Strong written and verbal communication skills.
• Demonstrated ability to advise and collaborate with internal stakeholders and cross-functional teams.
• Strong leadership, organizational, and time-management skills.
• Ability to work both independently and collaboratively in a fast-paced environment.

Responsibilities

• Draft, review, and issue complex solicitations, including RFPS (RFPs).
• Review and analyze vendor proposals and competitive bids.
• Conduct detailed cost and price analyses to support procurement decisions and best-value outcomes.
• Ensure procurement activities comply with applicable regulations and policies.
• Support compliance with procurement rules and procedures.
• Prepare detailed reports covering procurement status, metrics, outcomes, etc.
• Serve as a key point of contact for internal stakeholders on procurement strategies and procedures.
• Partner with legal, finance, program, and technology teams through the procurement lifecycle.
• Maintain accurate procurement documentation and records.
• Guide and mentor junior procurement professionals.
• Manage multiple procurement priorities independently while collaborating across teams.
