Job summary

ERM is hiring a Lead Construction HSE Manager to provide on-site support for a pharmaceutical megaproject in Lehigh Valley, PA. The role leads a safety team, ensures health and safety compliance, and directs client and contractor HSE activities.

This full-time, renewable 12-month position requires extensive on-site construction safety experience and strong leadership, with responsibilities spanning risk assessment, incident reviews, and environmental programs.

Qualifications

• Bachelor's degree in construction management, safety, or occupational health and safety, or related degree preferred.
• 20 years of on-site construction health & safety experience with minimum 8 years in management.
• Certification in CHST, ASP, and/or CSP preferred.
• Pharmaceutical or high-tech mega project experience is highly desired.
• OSHA General Industry and construction standards knowledge.

Responsibilities

• Serve as Site Lead for ERM's HSE team, coordinating with Client Project Leaders.
• Meet Client Project Lead monthly to review timelines and metrics.
• Drive implementation and continuous improvement of the HSE management system on a megaproject.
• Interface between Client Project Leadership, EPC, and ERM PMO.
• Participate in Project Leadership Meetings as Client's HSE representative.
• Provide daily direction and coaching to HSE Managers and specialists within budget constraints.
• Define roles, responsibilities, and performance expectations for the Client HSE Team.
• Act as SME for all HSE matters, ensuring alignment with client requirements.
• Lead risk assessments across all project phases, including constructability reviews.
• Support RCA debriefs and lessons learned for incidents and near misses.
• Anticipate evolving risks and adapt HSE program accordingly.
• Develop and execute environmental programs (SWPPP, SPCC, Hazardous Waste, Air Emissions).
• Report HSE performance to Client and Contractor with trends and improvements.
• Organize an HSE audit and inspection program across all areas.
