Job summary

Bristol Alliance of Companies seeks a Construction Surveillance Engineer Technician (CSET) to provide on-site construction oversight, QA, and technical support for NAVFAC projects. You will monitor contractor work to ensure compliance with contracts, drawings, codes, and safety standards while documenting daily activities.

The role requires DoD/NAVFAC knowledge, project coordination with FEAD/ROICC, and collaboration with NAVFAC engineers and managers.

Qualifications

• 5+ years as a Quality Control Manager or Superintendent on NAVFAC/USACE projects, >$5M.
• 5+ years as Journeyman in carpentry/electrical/roofing/HVAC/plumbing/concrete.
• Specialized training for Construction Quality Verification or equivalent.
• Competent computer skills for data entry and MS Office.

Responsibilities

• Coordinate requests from the construction contractor and FEAD/ROICC with base personnel.
• Coordinate field activities with Navy clients, activity managers, and security departments.
• Attend Safety, CQC, and Partnering meetings as needed.
• Develop QA Plans with FEAD/ROICC and other personnel.
• Prepare Construction Representative’s Reports (CRRs).
• Monitor CQC compliance with contract documents.
• Report safety non-compliance and environmental protection issues.
• Review Daily CQC and Contractor Production Reports.
• Maintain Submittal Register andWorking Files.
• Technical review of Submittals and provide gov’t response.

Education

High school diploma or GED

30 Hour OSHA Construction Training

USACE Construction Quality Management (CQM) certification
