Job description

This is a Non-Civil Service Full-Time announcement for the Office of Emergency Management (OEM).

Performs the most complex technical duties to ensure 24‑hour operational readiness. Act as lead departmental liaison to Metro ITS, as well as other departments to assist with departmental requests and needs. Troubleshoot daily hardware and network errors, responding to employee requests.

This position may be requested to respond to an emergency incident, to the Emergency Operations Center (EOC), prescheduled events, workshops, or presentations and assist with OEM ITS setup and needs.

Design programs, create policies, submit requisitions, gather quotes, installation of equipment, configuring of new software and programs, conduct training, upgrade computers, printers, maintain servers and networks connections, and all software needs. Submit reports and justifications for budgetary requests and maintain all IT related inventory.

This position may require working varying shifts including overnight, weekends, holidays, and is subject to re‑call during emergency situations, even during time of weather emergencies and/ or inclement weather conditions.

This position will accrue compensatory time in lieu of overtime, unless emergency or disaster situations in which would then have to be approved by the Departmental Director or their designee.

  • Ensures 24‑hour operational readiness for all OEM ITS needs. Phones, computers, siren system, CAD, printers, radios, projectors, camera feeds, alerting systems, email accounts, Webex, mobile command units, tracking systems, OEM drives and networks, Telestaff, etc.
  • Operational readiness 24 hours to include all OEM areas at multiple locations; Main office areas, Mobile Command Units, Emergency Backup Site, OEM Warehouse, Emergency Operations Center, etc.
  • Install, configure, and upgrade computers, printers, servers, and software.
  • Gathers information from customers regarding information systems needs and problems.
  • Consults with customers regarding common hardware problems.
  • May create computer programs in accordance with established specifications.
  • Oversee ITS needs for new projects, new facility needs, and/or renovations.
  • Budget and planning: Manage tech cost, plan for future needs, confirm annual budget for accounts and hardware, gather quotes, write proposals, obtain funding approval, submit purchase requests, tag ITS items, and track inventory.
  • May write or create new programs for mainframe, mini-, and/or micro-computers to automate routine office procedures.
  • Modifies existing programs and systems as needed.
  • Ensure maintenance is completed on all systems, hardware, and programs.
  • Recommends new developments in application codes.
  • Monitors performance of the applications.
  • Provides on‑site customer support services as needed.
  • Submit all help desk tickets and tracking for needs with Metro ITS.
  • May perform some routine systems analysis functions. Prepare written oral reports as needed.
  • Maintains all OEM ITS related inventory purchased from ITS or through other funding sources.
  • Will be point of contact for OEM ITS related software, hardware, systems, and applications already in place for OEM.
  • Will oversee programs and software applications, and train agencies and/ or staff as needed.
    • Oversee all IT new request, phones, computers, monitors, docking stations, keyboards, security card key needs, camera feeds or system usage from other departments, flood gauge cameras, tornado siren system, mobile command units, new building or facility needs, radios, help desk ticket request, setup and training for new hires on computer or software needs, maintain alerting system software and complete required training, notify staff of outages, upgrades, etc.
  • Assist others in need of new programs for checklist, manhour tracking, reporting systems, inventory, spreadsheets, mapping, and make recommendations.
  • Creates ITS policies and checklist for department.
  • Provides technical guidance, project oversight, and consultation to management.
  • Responds in a timely manner to the Metro Emergency Operations Center (EOC) upon activation and/ or responds to a field related mission and performs duties as assigned by supervisor.
  • Participate in community or agency events, assist with ITS setup, may be asked to assist in presentations and/ or training.
  • Attends meetings, workshops, and training classes as needed.

A Bachelor’s Degree in an IT related field or the equivalent to 5+ years in systems development, computer operations, technical support, network support, IT systems analysis, with multiple professional certificates may be considered.

LICENSES REQUIRED:

Valid Driver License may be required for some positions in this classification.

Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.
