Three Saints Bay, LLC in the Washington, DC area seeks a Vice President of Business Development, Navy Programs to lead strategic growth of our U.S. Navy contracting portfolio across subsidiaries.

This executive will identify, pursue, and win new opportunities, leveraging Navy relationships and deep federal acquisition knowledge. The role requires a proven capture leader who can develop win strategies, manage a disciplined pipeline, and coordinate with senior leadership to expand Navy business

Qualifications

• Bachelor's degree or equivalent experience.
• 15+ years in federal government contracting with Navy focus.
• Proven success securing substantial new federal awards.
• Strong relationships within Navy acquisition or operations.
• Understanding of the federal BD lifecycle from opportunity to award.
• Experience with capture strategies.
• Knowledge of FAR/DFARS and Navy contracting practices.
• Experience with competitive procurements and small business contracting.

Responsibilities

• Develop and execute a comprehensive BD strategy for Three Saints Bay's Navy portfolio.
• Identify and pursue Navy opportunities across commands and organizations.
• Build and manage a qualified pipeline aligned with capabilities.
• Establish measurable growth objectives and monitor BD results.
• Identify new markets, customers, and service offerings.
