Job summary

Three Saints Bay, LLC seeks a Vice President of Business Development for Navy Programs to lead strategic growth of the U.S. Navy portfolio across subsidiaries. Location options include Washington, DC or Northern VA.

The executive will identify, pursue, and win new Navy contracts, build Navy relationships, and craft capture strategies to deliver awards. Strong leadership and DoD contracting expertise are required.

Qualifications

• Bachelor's degree or equivalent experience in a related field.
• 15+ years in federal government contracting with Navy BD/capture leadership.
• Proven success securing substantial new federal contract awards.
• Established relationships within Navy acquisition or program leadership.
• Deep understanding of FAR/DFARS and federal contracting lifecycle.
• Experience with IDIQ, multiple-award contracts, and small business strategies.
• Strong executive communication, negotiation, and leadership skills.
• Active U.S. Government security clearance.

Responsibilities

• Develop and execute a BD strategy for Three Saints Bay's Navy portfolio.
• Identify and pursue Navy opportunities across commands and centers.
• Build a qualified pipeline and measurable growth objectives.
• Lead capture planning and proposal positioning with stakeholders.
• Establish strategic partnerships and teaming arrangements.
• Provide accurate pipeline forecasts and competitive intelligence.
