Job summary

Serco is seeking a Program Manager Representative to coordinate NAVSEA ship modernization efforts in San Diego, CA. This role requires an active DoD Secret clearance, US citizenship, and on-site work at naval facilities.

You will monitor milestones, costs, and schedules, and liaise with government and shipyard teams to ensure timely, on-budget modernization. The PMR will lead technical coordination, develop briefings, and participate in lessons learned while maintaining security procedures and

Qualifications

• Active DoD Secret Clearance required.
• U.S. citizenship required.
• Bachelor's degree required; waiver may apply for 10+ years experience.
• At least 6 years of directly relevant work experience.
• Ability to work on site daily at a Naval Base or private shipyard.
• Willingness to travel ~10%.
• Strong analytical skills and problem-solving abilities.
• Excellent written and verbal communication skills.
• Proficiency with Microsoft Office.

Responsibilities

• Coordinate and implement pre-planning and execution of NAVSEA ship modernization.
• Monitor MSR/AIT progress and financials; report to NAVSEA 21.
• Serve as technical advisor coordinating multiple organizations across ships and sponsors.
• Assist visits to ships and Navy organizations; escort visitors when needed.
• Review CFRs for cost, production, and testing impacts; negotiate changes.
• Develop briefings and analytical reports for clients; maintain security procedures.
