Job summary

Serco is seeking an Experienced Financial Systems Analyst to support NAVSEA SEA 04 at the Navy Yard in Washington, DC. The role requires transferring and maintaining a DoD Interim Secret clearance and working onsite five days a week.

Candidates will collect and consolidate POM data, validate IT requirements in FYDP, and support CFO meetings with detailed financial analysis. Strong Navy financial systems experience and budgeting skills are essential.

Qualifications

• Bachelor's degree required or equivalent combination of education and experience.
• Interim DoD Secret clearance; ability to transfer/maintain clearance.
• 5+ years in a financial or management discipline or related field.
• Experience with Navy financial systems and budget processes.

Responsibilities

• Collect, analyze, and consolidate POM program briefs into a POM Briefing notebook and annual SEA 04 funding display.
• Capture, validate, and submit IT requirements across the FYDP and ensure budget accuracy.
• Prepare and deliver CFO meeting materials and meeting minutes.
• Liaise between SEA 04 program offices and NEPS project office; maintain communication with SAMs.
• Analyze SEA 04 financial execution and support leadership with budget planning and execution.
• Maintain unfunded requirements tracker and coordinate with program offices to mitigate shortfalls.
• Support COB execution management and COB budget spreadsheets.
• Prepare briefing slides for corporate execution review and support program managers with planning summaries.
• Review NAVSEA/DOD policies for budget submissions and ensure compliance.
• Monitor budget execution, obligations, expenditures, and burn rates across fund sources.
• Provide data and assistance to program staff for budgeting and planning.
