Job summary

BB&E Inc. is seeking a Construction Surveillance Engineer to support NAVFAC Southeast in Charleston, SC. You will oversee construction inspection, QA, and contract administration for repair, demolition, and new build projects across multiple trades.

The role requires coordinating with FEAD/ROICC, reviewing submittals and safety plans, and preparing reports. Strong scheduling, cost-estimation, and documentation skills are essential. On-site position with federal project exposure.

Qualifications

• Bachelor's degree or higher in engineering/architecture/construct. management with ABET/ACCe accreditation or equivalent experience.
• 7+ years in construction management/field engineering on facilities or waterfront contracts.
• Experience in submittals, RFIs, scheduling, and cost estimation for multi-year programs.
• Knowledge of federal building design criteria and construction guide specs.
• US Citizen and valid driver's license; OSHA 30-hour certification; USACE CQM certification or equivalent.

Responsibilities

• Provide management support for inspection, QA, and contract administration on repairs, demolition, and new construction.
• Coordinate outage, permits, and haul routes with construction contractor.
• Attend meetings, take notes, and brief FEAD/ROICC representatives.
• Prepare CRRs, CCCNs, and construction cost estimates with narrative impact assessments.
• Review submittals for government approval and monitor safety/compliance.
