Job summary

BB&E is seeking a Construction Surveillance Engineer to support NAVFAC Southeast in Jacksonville, FL. You will provide inspection, QA, and contract administration across repair, demolition, and new construction efforts for government facilities, coordinating with FEAD/ROICC and contractor teams.

The role requires 7+ years of relevant experience, a related engineering degree, and active credentials (CQM, OSHA 30). On-site work with federal projects offers competitive benefits.

Qualifications

• Bachelor’s Degree in engineering, construction management or architecture from ABET/ACC/NAAB accredited university.
• Minimum 7 years as Construction Manager, Field Engineer, Project Engineer or QC Manager on multi-year, high-value contracts.
• U.S. Citizen with valid driver’s license.
• OSHA 30-hour Construction Training completed within 2 years or within 60 days of onboarding.
• CQM for Contractors Certification (USACE) or obtain within 60 days.
• Experience with federal building design criteria and construction standards.

Responsibilities

• Provide construction inspection, QA, and contract administration support on large facilities projects.
• Coordinate requests, permits, and outages with the construction contractor and ROICC representative.
• Attend meetings, prepare notes, briefings, and Construction Representative’s Reports.
• Review submittals and contractor schedules; analyze progress and CQC compliance.
• Monitor safety, environmental protection, and quality control per contract requirements.
• Prepare independent cost estimates and manage RFIs; maintain project files in eCMS.
