Job summary

BB&E Consulting Engineers and Professionals seeks a Construction Surveillance Engineer to support NAVFAC Southeast at Barksdale, LA. The role focuses on construction inspection, QA, schedule analysis, and field pay estimates for repair, demolition, and new construction projects.

Requirements include 7+ years in construction management on large facilities, US citizenship, OSHA 30-hour, CQM certification or 60-day timeline, and fluency in English.

Qualifications

• Minimum 7 years as Construction Manager, Field Engineer, Project Engineer, or QC Manager on large facilities/contracts over $5M
• OSHA 30-hour Construction Training completed within past 2 years or within 60 days of onboarding
• US citizen with valid driver's license
• USACE Construction Quality Management (CQM) certification or within 60 days of onboarding
• Ability to communicate effectively in English, both written and spoken
• Experience with federal building design criteria and construction guide specs
• Ability to calculate construction costs and recommend equitable adjustments

Responsibilities

• Provide management support to FEAD/ROICC for inspection, QA, ESS compliance and contract administration across repair, demolition and new construction
• Coordinate outage, permit, haul route requests and related items with the construction contractor
• Attend meetings, take notes, brief FEAD/ROICC and reps; support preconstruction, safety, CQC, and partnering meetings
• Prepare Construction Representative’s Reports (CRRs) and Contract Construction Compliance Notices (CCCNs)
• Review government-submitted documents, submittals and RFIs for compliance and accuracy
• Analyze construction schedules, provide notes on progress schedules and network diagrams
• Monitor CQC compliance and environmental protection measures; witness testing of systems
• Support field pay estimates with contractor and vendor documentation; assist with negotiations
• Maintain NAVFAC eCMS documents and construction records; manage submittal status logs
• Identify long-lead materials and procurement strategies to avoid schedule impacts
• Perform constructability reviews and spot checks on plans and specs
