Job summary

SpecPro Sustainment and Environmental, LLC (SSE) is seeking a Cost Estimator (Mid-Level) to support the 647 Civil Engineering Squadron at Joint Base Pearl Harbor-Hickam, Hawaii. The role involves developing and validating cost estimates for construction, repair, maintenance, and infrastructure projects.

You will review scopes and drawings, prepare estimates, ensure market-aligned data, and contribute to planning, budgeting, and prioritization activities.

Qualifications

• Bachelor's degree in Engineering, Construction Management, Architecture, or a related field from a US-accredited institution.
• Minimum of 5 years of relevant cost estimating, construction, engineering, or project experience.
• Experience developing cost estimates for facility, construction, repair, or infrastructure projects.
• Ability to interpret project scopes, drawings, specifications, and other technical documentation.
• Proficiency with Microsoft Office applications.
• Strong analytical, organizational, written, and verbal communication skills.
• Must pass Tier 1 background check and CAC access.

Responsibilities

• Develop detailed cost estimates for construction, repair, renovation, maintenance, and infrastructure projects.
• Review scopes, drawings, specs, and docs to determine labor, material, equipment, and other costs.
• Prepare and maintain cost estimates through project development stages.
• Validate cost data and ensure estimates reflect project requirements and market conditions.
• Support project planning, budgeting, and prioritization activities.
• Coordinate with engineers, project managers, and planners to clarify requirements.
• Review contractor estimates, proposals, and cost documentation as required.
• Maintain cost-estimating documents and supporting records.
• Assist with development of reports, presentations, and cost-related products.
