The incumbent develops defensible cost estimates for SRM and MILCON projects and supports budgeting, justification, and investment planning. Responsibilities include preparing DD 1391 blocks, life-cycle cost analyses, and validation reports, while coordinating with planners to ensure financial feasibility across

Qualifications

• Bachelor’s degree in a related field and at least five years of cost-estimating experience.
• Minimum three years of military facility or infrastructure experience.
• CAC is required and ability to pass DoD clearance to obtain CAC.

Responsibilities

• Develop, review, and refine project cost estimates and DD Form 1391 cost-estimate blocks.
• Use PACES, approved DoD and Air Force estimating tools, and historical data to produce parametric and detailed estimates.
• Prepare life-cycle cost analyses and economic analyses, including repair-versus-replace and alternative-comparison assessments.
• Support development of project justification documentation for high-value or complex projects.
• Validate cost estimates for projects on the Integrated Priority List and within the Comprehensive Planning Platform.
• Coordinate with Community Planners and AMP managers to ensure planned requirements are financially feasible and programmed within the Future Years Defense Program.
• Prepare annual cost-estimate validation reports.
