Job summary

Calqulate Metrics Ltd. is seeking a Medicaid Eligibility Product Owner to voice the state and members in the delivery team. You will convert policy into a prioritized backlog, delivering accurate, timely decisions for Medicaid rollouts.

You will translate MAGI and non-MAGI rules, renewals, and verifications into epics and acceptance criteria, and partner with state policy, technology, and program staff. You’ll lead impact analyses on federal/state requirements and support UAT with state staff.

Qualifications

• 5+ years as Product Owner, PM, or business lead on government or healthcare systems.
• 3+ years with Medicaid eligibility, enrollment, or integrated eligibility systems.
• Working knowledge of Medicaid eligibility rules (MAGI & non-MAGI).
• Experience writing user stories and acceptance criteria, backlog in Jira/Azure DevOps.
• Experience in Agile or Scrum environments.
• Clear, plain-spoken communication with technical teams and executives.
• Bachelor’s degree or equivalent experience.

Responsibilities

• Own and prioritize the product backlog for Medicaid eligibility and enrollment systems.
• Translate eligibility policy into epics, user stories, and acceptance criteria.
• Lead impact analysis for new federal/state requirements, including renewals.
• Clarify rules with state policy and program staff and document decisions.
• Collaborate with Scrum Masters, developers, testers, and business analysts throughout sprints.
• Accept finished work against criteria and support user acceptance testing.
• Coordinate dependencies with SNAP, MMIS, and managed care programs.
• Track outcomes (timeliness, auto-renewal rates, error rates) to guide priorities.
• Communicate progress, trade-offs, and risks to agency leadership.
