Job summary

Professional Recruiting Consultants, Inc. is seeking a Medicaid Eligibility Product Owner to lead the voice of the state in a complex eligibility and enrollment system.

You will transform MAGI and related rules into a prioritized backlog, coordinating with policy experts, technology teams, and agency leaders to ensure accurate, timely decisions for members. You will translate policy into epics, stories and acceptance criteria, manage dependencies with SNAP/MMIS, and drive testing and validation

Qualifications

• 5+ years as a Product Owner, product manager, or business lead on government or healthcare systems.
• 3+ years with Medicaid eligibility, enrollment, or integrated eligibility systems.
• Experience writing user stories and acceptance criteria and managing a backlog in Jira or Azure DevOps.

Responsibilities

• Own and prioritize the Medicaid eligibility backlog balancing federal mandates, state policy, and member impact.
• Translate policy into epics, user stories and acceptance criteria.
• Lead impact analysis for new federal/state requirements and renewals.
• Collaborate with state policy, program staff, and technology teams to clarify rules.
• Work with Scrum Masters, developers, testers, and business analysts through planning and refinement.
• Accept completed work against criteria and support user acceptance testing with state staff.
• Coordinate dependencies with SNAP, MMIS, and managed care programs.
• Track outcomes like processing timeliness and auto-renewal rates to guide priorities.
• Communicate progress, trade-offs, and risks to agency leadership.
