Noblis and Noblis ESI seek a Maritime Security Solutions Senior Project Analyst to provide expert scientific, technical, and project management support to the DHS S&T HSARPA Maritime portfolio. The role requires proactive identification of technology gaps, development of R&D strategies, and coordination through concept to technology transition.

The candidate will work closely with program leadership, manage scope and budgets, and advise government program managers on emerging maritime security

Qualifications

  • BA/BS in an Engineering or Scientific discipline + 10 years of relevant experience or Master’s + 5 years of relevant experience.
  • Eligibility to obtain a DHS Suitability determination.
  • Demonstrated project management skills, including experience managing scope, schedule, and budget for R&D programs or technology development efforts.
  • Strong written and verbal communication skills, with the ability to clearly articulate complex technical information to both technical and non-technical audiences.
  • Demonstrated experience writing concise and clear technical documents according to established standards.
  • Excellent interpersonal and relationship-building skills with the ability to work effectively with a diverse range of stakeholders.
  • Experience providing scientific or technical guidance and advisory support to government program managers or senior leaders.
  • Proficiency working with Microsoft Office (Word, Project, Excel, and PowerPoint) and collaboration sites (Microsoft SharePoint).
  • Candidates must have a Secret clearance or higher, with ability to obtain a Top Secret clearance.

Responsibilities

  • Providing scientific and technical guidance on maritime security technologies to support R&D investment decisions and program execution.
  • Building and maintaining technical roadmaps that align R&D investments with DHS component capability gaps.
  • Providing technology advising to government program managers on emerging technologies and transition pathways.
  • Managing scope, schedule, and budget for assigned programs, projects, and activities, with stakeholder interaction.
  • Supporting technology scouting activities to identify innovative solutions from industry, academia, national laboratories, and international partners.
  • Conducting technology gaps analysis to identify shortfalls in current maritime security capabilities and recommending R&D investments.
  • Supporting technology transition planning and execution with DHS operational components.
  • Evaluating feasibility of technical approaches and assessing lifecycle costs of solutions.
  • Monitoring R&D project technical performance and tracking milestones and deliverables.
  • Conducting data analysis to inform program decisions and portfolio health.
  • Drafting executive-level communications for senior leadership and external stakeholders.
  • Coordinating with DHS matrix partners and federal, state, local, and tribal stakeholders.
