Job summary

Noblis is seeking a program and project analyst to support HSARPA within DHS S&T, focusing on Borders and Immigration Enforcement. The hybrid role requires in-person work at the DHS S&T client site in Washington, DC as needed.

Responsibilities include contract development, budgeting, and stakeholder coordination with DHS customers. Qualifications include a Bachelor’s degree and 1 year of relevant experience; DHS Suitability is preferred.

Responsibilities

• Assisting with development and administration of RDT&E contracts and solicitation material.
• Developing procurement packages, including SOWs and financial documentation.
• Monitoring project performance and reviewing deliverables to meet technical, programmatic and financial goals.
• Developing and monitoring program budgets with monthly reporting and execution plans.
• Coordinating planning and production for assigned task order projects.
• Supporting DHS S&T customers with gap identification and reporting.
• Collecting data and analyzing user requirements for existing and emerging systems.
