Job summary

Noblis is seeking an experienced program/project analyst to support the DHS S&T HSARPA Borders and Immigration Enforcement Mission Center. The role focuses on RDT&E contracts, procurement packages, and budget oversight on a hybrid basis with in-person work at the DHS S&T client site in Washington, DC as needed.

Responsibilities include assisting with source selections, SOW development, and coordinating task orders while engaging with DHS customers to report progress, risks, and milestones.

Qualifications

• Bachelor's degree or higher with relevant experience in program/project analysis.
• Experience with government contracts and DHS-related programs is desirable.
• Strong communication, collaboration, and presentation skills.
• Proficiency in data visualization tools (Power BI, Tableau, Looker) and MS Teams/SharePoint.

Responsibilities

• Assist with development and administration of RDT&E contracts and solicitation materials.
• Develop procurement packages including SOWs and financial documentation.
• Monitor project performance and budgets; identify risks and provide status updates.
• Coordinate planning and production of task orders and related activities.
• Support program managers; maintain program management records and presentations.
• Attend meetings and contribute to program reviews; document minutes.
