Cabras Marine Corporation is seeking a Human Resources Director to lead the HR function across Guam and CNMI operations. The role oversees recruiting, employee relations, performance management, compensation and benefits, training, compliance, and H-1B/H-2B visa processing.

This hands-on leadership position requires sound judgment and collaboration with management and staff to support maritime operations. Bachelor's degree and seven years of HR experience are required.

Qualifications

• Bachelor’s degree in Human Resources, Business Administration, or a related field.
• At least seven years of progressive HR experience.
• Experience in recruiting, employee relations, HR compliance, and performance management.
• Experience coordinating H-1B and/or H-2B employment processes.
• Strong communication, organizational, and problem-solving skills.
• Proficiency with HR systems, Microsoft Office, and workforce reporting tools.

Responsabilités

• Lead HR planning and daily operations across Guam and CNMI.
• Oversee recruiting, hiring, and onboarding for administrative, maritime, technical, and skilled positions.
• Advise management on employee relations, performance expectations, corrective action, and workplace concerns.
• Maintain HR policies, personnel records, and practices compliant with employment requirements.
• Coordinate compensation, benefits administration, leave tracking, and personnel changes with Finance and leadership.
• Coordinate training and track employee qualifications (TWIC, merchant mariner credentials, USCG licenses, medical certificates, access requirements).
• Oversee H-1B and H-2B processing with legal counsel and leadership.
• Monitor compliance affecting foreign national employees (job duties, locations, wages, conditions).
• Support HR requirements for federal contracts, audits, investigations, and other compliance matters.
• Maintain HR systems and provide workforce reporting on staffing, turnover, training.
• Other duties as assigned.
