Job summary

Blue Cross and Blue Shield of Kansas is seeking a Manager of Application Development to lead a team of developers in designing, building, and supporting enterprise health insurance applications. You will ensure alignment with business objectives, technology standards, and regulatory requirements while delivering secure, scalable solutions.

The role governs cross-functional collaboration with product, IT leadership, and operations, and offers hybrid or onsite work per our Telecommuting Policy.

Qualifications

• Bachelor’s degree in Computer Science, Information Systems, or related field.
• 10+ years of IT experience with at least 7 years in Application Development and Support; 3+ years in a supervisory role.
• Experience in the health insurance or healthcare technology sector preferred.
• Experience leading large-scale digital transformation and enterprise modernization programs preferred.
• Experience modernizing enterprise platforms like Salesforce, Pega, SAP or other SaaS platforms preferred.

Responsibilities

• Oversee full SDLC for health insurance systems including enrollment, claims, provider networks, and customer portals.
• Lead application modernization efforts, cloud migration, and refactoring to microservices.
• Collaborate with business and product teams to translate requirements into technical solutions.
• Ensure adherence to HIPAA, HITRUST, security standards.
• Drive DevOps, testing, and Agile delivery best practices.
