Job summary

City of Raleigh Parks Department seeks a Learning & Development Systems Analyst to design, implement, and optimize the LMS platform for over 2,000 employees. The role blends data stewardship, advanced reporting, and learning design to keep records compliant and auditable in SuccessFactors Learning.

The ideal candidate will manage course creation, assignments, tracking, and reporting; collaborate with IT, HR, and safety teams; and continuously improve system health and user experience.

Qualifications

• Bachelor’s Degree in Information Technology, Computer Science, Business Administration, or related field; less than 1 year experience in software development lifecycle framework, business systems analysis, software consultation, or a related field
• OR any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted

Responsibilities

• Serve as the primary LMS contact, governing configuration, data sets, and system performance.
• Manage relational data integrity across systems, users, assignments, curricula, and training records.
• Monitor and improve backend system health through data validation, error resolution, quality checks, and Service Now tickets.
• Coordinate with IT and vendors to ensure integrations, APIs, SSO, and HRIS functions sync reliably.
• Design and maintain reporting pipelines, dashboards, and scheduled automations using LMS tools and Power BI.
• Build data models that support predictive and operational insights for safety, onboarding, and training load forecasting.
