Job summary

The City of Raleigh Parks Department seeks a Learning & Development Systems Analyst to architect, maintain, and optimize the LMS platform for 2,000+ employees. The role blends data stewardship, advanced reporting, and learning design to keep the LMS proactive, auditable, and compliant with safety and accreditation standards.

Qualifications

• Bachelor’s degree in IT, CS, business administration, or related field; or an equivalent combination of training and experience.
• Preferred certifications in LMS, SHRM, CPTD or related areas are a plus.
• Experience with LMS administration, data integrity, reporting, and learning design is desirable.
• Knowledge of CAPRA accreditation standards is a plus.

Responsibilities

• Serve as the primary LMS contact, governing configuration, data sets, and system performance.
• Design and maintain reporting pipelines and dashboards using LMS tools and Power BI.
• Build programs and automated learning paths based on role, compliance, and needs.
• Curate learning content from vendors and support SharePoint, Teams, and video tools.
• Collaborate with IT, Safety, HR to support citywide learning initiatives.
