Job summary

Turner & Townsend is seeking a Cost Manager/Quantity Surveyor to support planning, delivery, and financial control of life sciences construction projects in the Philadelphia area. The role focuses on estimating, procurement, cost control, and commercial management within complex capital projects such as labs, pharmaceutical manufacturing, and R&D facilities.

Qualifications

Bachelor’s degree in construction management, cost management, quantity surveying, engineering or related field.
Minimum 3–5 years of cost management experience in the construction industry.
RICS accreditation is valuable.
Experience supporting cost management on medium or large projects.
Construction consultancy experience preferred.
Strong knowledge of procurement routes, value management and value engineering.
Strong communication skills.

Responsibilities

Advise client on strategies, prequalify vendors, assess proposals, bids and bid leveling documents, and chair bid interviews.
Develop project estimates for construction, fees, direct costs and other expenses; review junior staff estimates and present to client.
Present cost estimates and value engineering recommendations to client; review benchmark data with vendors and client.
Establish cost reporting schedules; review cost reports and forecasts with client; maintain commercial risk register.
Review payment applications, recommend contractor entitlements and manage change orders and disputes.
Manage invoicing and post-contract closeouts; conduct lessons learned and hand over procedures.
