Job summary

Turner & Townsend is seeking a Cost Manager / Quantity Surveyor to join our team supporting a large-scale life sciences and advanced manufacturing construction program in the Greater Philadelphia area. This client-facing role will deliver cost management services across multiple capital projects from planning through closeout.

The candidate will manage estimating, cost reporting, and cost control, review bids, advise clients, and ensure SOX controls where applicable.

Qualifications

• Bachelor’s degree in construction management, cost management, quantity surveying, or a related field.
• 3–5 years of cost management experience in the construction industry.
• RICS accreditation is valuable.
• Experience supporting cost management on medium or large projects.
• Construction consultancy experience is strongly preferred.
• Knowledge of procurement routes, value management, and value engineering.

Responsibilities

• Advise client on strategies, managing prequalification of vendors, assessing proposals, bids, and bid levelling documents, making final recommendations to the client.
• Manage estimating services for full project by developing project estimates related to construction, fees, direct costs, and other costs.
• Review cost reports and forecasts, budget and spend forecast with the client; maintain risk register.
• Oversee cost control, change orders, and payment applications; liaise with PMs and vendors.
• Monitor invoicing process and benchmark performance against others.
• Lead final accounting, post-contract audits and lessons learned.
• Develop handover procedures and training materials.
• Utilize Bid Analysis Sheets, Change Control Forms, and Take-off Software.
• SOX control responsibilities may be part of this role.
