Job summary

Colorado 811 is seeking a Learning & Development Manager to build, innovate, and lead learning programs that shape the future of education across Colorado. This is a true player-coach role, turning ideas into practical training with SMEs and emerging tools.

You'll design high-impact learning experiences, manage the Learning Academy and LMS, and develop statewide programs on utility damage prevention. A hands-on leader who collaborates across teams will thrive here.

Qualifications

• Bachelor's degree or equivalent experience in instructional design, education, learning & development, organizational development, or related field.
• 5+ years in learning and development, instructional design, curriculum development, training operations, or related fields.
• At least two years of people leadership, supervision, or team leadership experience.
• Experience developing instructor-led, virtual, blended, LMS-based, and eLearning content.
• Strong instructional design and adult learning expertise.
• Demonstrated project management and stakeholder engagement skills.
• Experience working with learning technologies, LMS platforms, and content development tools.
• Excellent communication, facilitation, and collaboration skills.

Responsibilities

• Design and build classroom, virtual, blended, and eLearning programs.
• Develop facilitator guides, participant materials, videos, assessments, job aids, and LMS content.
• Transform subject matter expert knowledge into practical, learner-centered training.
• Apply adult learning principles, instructional design methodologies, and learning science to create meaningful educational experiences.
• Manage and continuously improve Colorado 811's Learning Academy and learning management systems.
• Develop statewide education programs focused on utility damage prevention, Colorado regulations, and industry best practices.
• Support curriculum strategy, course maintenance, certification programs, and learning initiatives.
• Measure learning effectiveness and use data to drive continuous improvement.
