We're looking for a Learning & Development Manager who wants to build, innovate, and lead learning programs that make a real difference across the state. This is a true player-coach role for someone who loves turning ideas into reality. You'll lead learning initiatives, build programs from the ground up, collaborate with subject matter experts, leverage emerging technologies, and help shape the future of education at Colorado 811. We're looking for someone who enjoys taking ownership, spotting opportunities, solving problems, and driving projects from concept through launch.
A Builder's Role for Someone Who Likes to Roll Up Their Sleeves
This is not a "manage from the sidelines" position. It's an opportunity for a hands‑on leader who can think strategically while remaining actively involved in the work. One day you may be developing a new learning pathway, building eLearning content, or launching a certification program. The next, you might be partnering with stakeholders, coaching team members, improving LMS experiences, or exploring new AI‑enabled learning tools.

What You'll Do
Design and Build High-Impact Learning Experiences
- Create engaging classroom, virtual, blended, and eLearning programs
- Develop facilitator guides, participant materials, videos, assessments, job aids, and LMS content
- Transform subject matter expert knowledge into practical, learner‑centered training
- Apply adult learning principles, instructional design methodologies, and learning science to create meaningful educational experiences
Lead Colorado 811's Learning Programs
- Manage and continuously improve Colorado 811's Learning Academy and learning management systems
- Develop statewide education programs focused on utility damage prevention, Colorado regulations, and industry best practices
- Support curriculum strategy, course maintenance, certification programs, and learning initiatives
- Measure learning effectiveness and use data to drive continuous improvement
Partner Across the Organization
- Consult with leaders, SMEs, and operational teams to identify learning and performance needs
- Lead learning intake, prioritization, and implementation processes
- Coordinate stakeholders, vendors, trainers, and reviewers to deliver successful learning projects
- Support change management and adoption of new programs, systems, and processes
Lead and Develop Others
- Supervise and coach education team members
- Provide feedback, guidance, and professional development
- Establish standards and best practices for instructional design and training delivery
- Balance leadership responsibilities while remaining actively involved in course development and project execution

Work Environment
- Hybrid schedule: 2 days in‑office and 3 days remote
- Based in Golden, Colorado
- Statewide travel required for conferences, training events, stakeholder education, and organizational initiatives
- Occasional evening, weekend, or non‑standard work hours may be required to support training events, course launches, conferences, and other business needs

Compensation & Benefits
- Base Salary Range: $95,000–$118,000 per annum - range is an estimated guideline. Individual compensation will vary based on non‑discriminatory factors such as education, experience, knowledge, skill level, abilities, and other competencies.
- Bonus: Eligible based on individual and company performance

Required Qualifications
- Bachelor's degree in Instructional Design, Education, Learning & Development, Organizational Development, or a related field; or equivalent experience
- Five or more years of progressive experience in learning and development, instructional design, curriculum development, training operations, or related fields
- At least two years of people leadership, supervision, or team leadership experience
- Experience developing instructor‑led, virtual, blended, LMS-based, and eLearning content
- Strong instructional design and adult learning expertise
- Demonstrated project management and stakeholder engagement skills
- Experience working with learning technologies, LMS platforms, and content development tools
- Excellent communication, facilitation, and collaboration skills
Preferred Qualifications
- Learning and development, instructional design, project management, change management, or LMS certifications
- Experience managing vendors, partnerships, or third‑party learning solutions
- Experience in nonprofit, utility, construction, safety, compliance, association, or stakeholder education environments
