Job summary

Colorado 811 is seeking a Learning & Development Manager to build, innovate, and lead statewide learning programs that protect people, property, and critical infrastructure. This hands-on, player-coach role turns ideas into practice, shaping curriculum, eLearning content, and certification initiatives.

You'll lead the Learning Academy, partner with SMEs and stakeholders, manage LMS experiences, and drive adoption of AI-enabled learning tools while maintaining a culture of collaboration and

Qualifications

  • Bachelor's degree in Instructional Design, Education, Learning & Development, Organizational Development, or a related field; or equivalent experience.
  • Five or more years of progressive experience in learning and development, instructional design, curriculum development, training operations, or related fields.
  • Strong instructional design and adult learning expertise.
  • Demonstrated project management and stakeholder engagement skills.
  • Experience working with learning technologies, LMS platforms, and content development tools.
  • Excellent communication, facilitation, and collaboration skills.

Responsibilities

  • Design and Build High-Impact Learning Experiences across classroom, virtual, blended, and eLearning formats.
  • Develop facilitator guides, participant materials, videos, assessments, job aids, and LMS content.
  • Transform SME knowledge into learner-centered training.
  • Apply adult learning principles, instructional design methodologies, and learning science.
  • Lead and manage Colorado 811's Learning Programs and Learning Academy.
  • Measure learning effectiveness and drive continuous improvement.
  • Consult with leaders, SMEs, and operational teams to identify needs.
  • Lead learning intake, prioritization, and implementation processes.
  • Coordinate stakeholders, vendors, trainers, and reviewers to deliver projects.
  • Support change management and adoption of new programs and systems.
  • Supervise and coach education team members and establish standards.
