Job summary

The City of Tucson is seeking a Lead Human Resources Analyst to consult with departments on recruitment, coordinate onboarding, and manage HRIS transactions for staffing processes. You will guide classification and compensation activities, audit personnel data, and support policy interpretation across the organization.

You will provide training to HR staff, assist with payroll questions, and collaborate with leadership to optimize workflows during the first eighteen months of employment.

Qualifications

• Requires a Bachelor’s degree and five (5) years of relevant experience.
• Equivalency: any combination of education and experience may be substituted on a year-for-year basis.
• Preferred qualifications include professional HR certification and experience in public entity HR functions.

Responsibilities

• Consults with hiring departments on recruitment needs and oversees recruitments in line with Civil Service Rules and directives.
• Facilitates recruitment assessments, extends offers of employment, and coordinates onboarding for new hires.
• Provides HR guidance on policies, employee development, disciplinary actions, and HRIS data audits.
• Supports classification & compensation processes, market analysis, and position description reviews.
• Delivers training to HR staff and liaises with managers to ensure timely project completion.
